Image Capture Proposal, fifth version

Hello All,
Here is another version, with little changed from the fourth version.  It is accessible at http://gmandyam.github.io/image-capture.  Among the changes:


1.       Eliminated all references to frameGrabber().

2.       Minor fixes in the intro section.

There is an auto-generated link to a W3C Mercurial location (http://www.w3.org/TR/image-capture/), but no copy of the spec is currently available there.  I assume this will be fixed during the next stage of standardization.

I think this is ready to go to FPWD.  Chairs, please take any necessary action if you agree.
