@pehrsons, @jan-ivar, how would such a user-provided-callback look 
like spec-wise? The input parameter could be a `DOMHighResTimestamp` 
representing the wall clock time, should it also received a Track type
 and perhaps an ID..?  Personally I'd rather not bake too much in the 
Spec without any particular goal, so having a `frameRateScale` 
parameter at this point would do it for me.
