https://w3c.github.io/browser-payment-api/#dependencies says html51 
defines "allowed to use" and "allowpaymentrequest"; however I can't 
find them being defined in https://www.w3.org/TR/html51/ (though I 
must admit I find it hard search in that document) and trying to look 
into the latest editors draft takes me to html5.2 (and it is equally 
hard to search in that doc).
