One idea to reduce breakage some: We could make an exception to our "only-polyfill-the-spec" rule and have [adapter.js](https://github.com/webrtc/adapter) polyfill createObjectURL temporarily, then remove it again in a major version of adapter.js. I don't have adoption numbers of adapter.js but I'm thinking that would give sites some control over when they break.
