@jan-ivar If we are going agree on this approach in order to facilitate convergence, I think we should express it in the spec somehow as reference for developers and implementors. As currently written, implementing the current SHOULD about minimizing fitness with the current fitness function means that implementations SHOULD do what Chrome currently does.
