The spec says *"The UA SHOULD use the one with the smallest fitness distance"*, meaning you don't have to, and *"the UA can use any information available to it. Examples ... may be ... whether using a settings dictionary will cause the device driver to apply resampling."* My spec suggestion was mostly to rally convergence.
