When we previously discussed this, the sentiment was "usage (of 
feature without a sandbox flag) is low enough, but if we want to kill 
it, we'd better kill it fast".

I still think that's a good idea.

And yes, we discussed same-origin vs other-origin Iframes, and decided
 to treat them differently.
