I don't remember anyone suggesting we carve out an exception for 
same-origin `<iframe>`s, so it was probably never considered.

Carving out such exceptions adds complexity. Is there a good reason to
 do it? Adding `allow` attributes doesn't seem like much of a burden 
to me.
