About reusing other vocabularies, this has been lengthly discussed about reusing the DC vocabulary; so I think I can answer on behalf of the group that it will not be the case. About linking to them, my first answer would be that this is precisely the purpose of the mapping tables given in [1]. The list of formats in-scope and the rationale for this list is described in section 1.1 .
