OK I see that the following example still does not link properly.

"identifier" : "http://www.example.com/video.ogv#t=10,20",

  This is another bug from Respec. I will report it to Robin.

Which BIB file did you update ?

The API sepc
http://dev.w3.org/2008/video/mediaann/mediaont-api-1.0/mediaont-api-1.0.html

still reports 5 tokens looking like a reference, not in biblio DB:
     * Bad ref: MEDIA-FRAGMENT, count = 2
     * Bad ref: POLICY-REQS, count = 1
     * Bad ref: ODRL11, count = 1
     * Bad ref: PLING-WIKI, count = 1
