Abstract and Introduction draft for API document

Dear all!

A first draft for an abstract and an introduction can be found in [1].  
Due to my cvs account problems, Wonsuk reflected my changes to this  
document. Thanks for that!

Short summary:
- dropped section 1.1 (purpose) because at the moment i think it would  
only repeat the things stated in the intro and abstract. Perhaps we  
need it in a later version
- copied formats in scope from the ontology document (actually Wonsuk  
copied it due to my cvs account problems)

It would be nice, if everybody could review this parts and add  
comments. This is only a starting point, that we should improve.
