Respectfully, I don't think "concept phase" adds either clarity or
additional information to the "work in progress" phrase. I'm liking
Sheri's version especially because it clarifies what phrases apply to
the spreadsheet, and which to the document itself.

The other suggested note looks fine to me, but I would add "request
comment" language where we "anticipate" the changes enumerated.

Key point with an updated WD is to get comments from individuals and
organizations not already engaged in our work.
