Re: WG draft charter

I want to re-emphasize what Brian said: this is a starting document. It is
not even a first draft. Brian has a focus on MathML Core, so not
surprisingly, that's the part he wrote about. He basically put in a
placeholder for MathML 4 -- normative mention of semantics goes there. In
fact, I just wrote some words there to "stake a claim", but they are by no
means what will be there in the final version of the charter. I also added
some potential non-normative deliverables.

For everyone's benefit: I believe that this initial phase is like
brainstorming. We will eventually have a large list of things that get
proposed. Then the CG will pair those down based on technical
considerations and on who is willing to commit to achieve those goals in
the timeframe laid out in the charter.

I encourage everyone to read the charter and make suggestions as to what
they think should be added or what they feel shouldn't be there.
