OGC Testbed 13 & 14 Engineering reports

Hi,

I'm going through these reports for recommendations from the authors to our community.  As I come across issues that need to be addressed, I'm going to add those to the appropriate repos on github.  I'd appreciate any comments or thoughts on those as they arise.
