Warning: The Understanding Reflow gonly 200% text.

Dear Committee,
Did we mean that authors could make text small as the page was zoomed? The
following language in Understand Reflow implies this.

My mind this is a failure, and I think every person with low vision on this
committee agrees.

The reflow criterion was about getting print up to 400% with reflow. If
authors are allowed to make font size 50% at zoom 400% people like me will
have to read with a screen magnifier.

The function of text is to be read. Many of us cannot read 200% (about 40%)
(1.2 million in the US).

LVTF needs to make a statement. This is not our intent. It is a cruel take
back.

Best, Wayne
