Hi Wayne and Shawn, If this is for 2.1 then reflow would definitely fit into this as well.  The primary purpose of SC 1.4.10 is not for mobile but for low vision users to be able to zoom in to 400% from a standard resolution and still have a page that is readable without scrolling.    So in other words – to facilitate reflow of text at smaller viewports including those made smaller by using browser zoom.

Is this for 2.0. It seems to miss the reflow criterion. Reflow is not for spacing.
I think the 200% should apply to any browser that provides zoom.
