Ø To answer my own question, we probably disable the hover state, that’ll be simpler all-around! Well, for me at 800x600 the text appears over a light area of the graphic which means that it doesn’t pass sufficient contrast without focusing. If the hover is gone then it means I have to tab to the link to read the text. At higher resolution the white text appears over a darker area of the graphic. Taking this page: https://www.nomensa.com/ Under ‘We think bigger’ there are some boxes with mouseover (and focus) changes. These boxes ‘trigger additional content’ on hover and focus, and hide it when moving hover/focus. The hoverable and persistent bullets are fine, I’m not sure about dismissible? You can’t dismiss the content without moving the focus, but it does obscure the background image when you focus over it (to make it clearer!). It doesn’t feel like it should fail (i.e. it doesn’t seem to be an issue in practice), but it seems a strict reading of the SC would fail it unless we came up with a mechanism to dismiss the content whilst still hovering over the box. Does that match your interpretation?
