steve: this is where we should have talked about pure decoration.

glenda: Minor technicality.

jim: tested with nvda

AC: we considered it decorative. but reconsidering.

jim: some of the text in my viewport disappears.

AC: think I have an answer. Just need to file a bug.

John: we didn't address transparent cursors.

AC: a content problem or use settings?

jim: nothing the author can do about it.
... why would there be a trigger at all for purely decorative content,
whitespace, or a background graphic?
