That is my understanding also. Focus on the trigger element is required for the popup to stay open. My thinking is that if focus moves the popup should close. Only if the popup is a modal window (a special case) and will have elements that can receive focus should the popup remain open when focus is moved. Note also, modal windows have a specific close mechanism.
