Hi LVTF,

As I'm addressing comments on popup interference, I'm wondering if we're missing a bullet.  I think the assumption, from me at least, was that the popup responded to both focus and hover.  This is sort of implicitly required by the 3rd bullet, but I'm wondering if it needs to be more explicit.  Thoughts?
