Put in both. Let wcag debate it. We don't have time ... at the moment to
debate this. If it falls in the middle somewhere put both with some
rationale for each. Then we are covered.

I am fairly adamant about including focus indicator. I spend lots of lost
time looking for the focused item when I'm tabbing. Sometimes, I use NVDA
just to know where I am.
