RE: Line Length

It seems like the target of this would be non-responsive websites where text only resize is not working.

Reviewing the SC, and this thread I have to go back to Shawn's point:
"Do you know of any situations where people cannot get the short line length they need?" (When it is possible to do so.)

We seem to have two situations:
1. Desktop style browsers, where you can zoom, reflow (if you know how), and resize the window.
2. Mobile browsers, where you cannot zoom without causing scrolling and cannot resize the window (generally, there are exceptions but then you are usually switching between set sizes).

So in case 1 (assuming reflow) people can already achieve thier prefered line length without content author help.

In case 2 there is nothing authors can do to achieve this, we have to make an exception for it.

If I have understood correctly, I don't know what this SC enables that isn't acheived by reflow. Am I missing something?
