Proposal to come up with a basic IT to be able to create makeshift ICU rooms with eHealth, mHealth and teleconferencing capabilities

The global COVID-19 pandemic calls for out of the box, failure-is-not-an-option thinking.
The main problem right now is the demand for intensive care units is rapidly outpacing available capabilities.
Standards for intensive care units are readily available and so are some emerging software technologies for monitoring and tracking outbreak parameters.
What is not yet readily available is a general scheme combining all actors and the data and information streams between them.
Semantic web technologies and AI can be used to model such schemes, and in particular make possible  rapid assessment of structural design, building construction, ICT infrastructure, medical technologies, organizational aspects and health, safety and access control, isolation and containment requirements.
Who can provide links to guidelines, standards, literature, programs, projects and companies and (research) institutes dedicated to general modeling using ICT and AI?
