I think you misunderstood me. I don't think any declarative query language (or technology) can meet the wider goal, because many of the issues are non-technical. My specific point in that comment was that SPARQL is still not widely deployed or in-use enough that someone might just sit down and learn it simply because its a core skill or technology.
