I think the point was that there are possibly some datasets which do not assign URI's to their published resources... Are there any of these still in existence? Foaf isn't a good example as it is deliberately fragmented so that people have authority over their bits of the big picture. Are there any centralised datasets where IFP's are used as the only identifiers?
