Yes, they do use the same procedure.  The link I gave is "live" (currently reachable on the US Customs website).  Because of the different components the codes are unique enough to be distinguished locally, I do not think that a problem.

In the meantime, I thought of a similar coding system which would be a little easier to integrate, since it is already in RDF/SKOS/etc. ... http://id.loc.gov/vocabulary/organizations.html
