We discussed this both at EDF in Dublin and ODW 2013 in London last month, with Phil Archer, Andrea Perego, etc. People are aware that discussions should resume, that there are outstanding issues and many (busy) people working on small part of the puzzle. I think Andrea is planning to organize a workshop later this year covering more generally the relationship between INSPIRE and SemWeb. You might also want to liaise with the GeoKnow EU project in the meantime. Best regards.
