The only portion of Steve's reply that conflicts with mine (from your quote) is the bias you inferred. Steve will have to reply as to his intent there. 5.2.3.4 says that the interaction model header is optional, via bullet 3 other cases unconstrained. So clients can omit the header, and the server will do whatever it does ... no interop "guarantee". My bias, where we have a choice between an example that works interoperably and one that does not, is "clearly" toward using the one where the spec provides the strongest guarantee of interop. Here, adding the rel=type header transforms the request from May-space into Must-space, so I say add it consistently and do the right thing for the readers learning this as new content.
