because everything else they have (collections and entries) are not a very
good match. some people argued that the service document could be some
variation of a collection, but then it would have had so many differences
from all other collections that maybe it's not worth trying to make it
look similar. in the end, that's more a matter of taste than anything
else, as long as you accept that there was some need to have some document
that allows clients to discover collections, and for that document some
representation was defined.
