there's no complete mechanism. there is a standard for the URI template format. starting from that, services that want to build template-based services need to include these templates in their media types. clients supporting this media type will find the template because that is how the media type defines some interaction: take the template, generate a URI from it. clients then can use existing code to parse templates and instantiate URIs with certain parameter values.
