RE: ISSUE-41

I'd like to PROPOSE a resolution to issue-41 in the UC&R. This overlaps with issue-40 so shares the same use case, <http://www.w3.org/2012/ldp/wiki/Use_Cases_And_Requirements#UC8:_Manage_media_resources>, but has its own use-case scenario based on the text of the issue <http://www.w3.org/2012/ldp/wiki/Use_Cases_And_Requirements#Alternative_scenario:_media-resource_attachments>.
