Yes. The document has been reviewed by the TF and the consensus was that it can be brought up to the Fist Public Working Draft, and further improvements can be done on top of the FPWD. I believe the situation has not changed, only that the translation became more natural (thank you!).

Also, if anything from the TF we can fix them in the step 4.
