Pragmas Reqs 9-10

Hello, all.

My previous email about items 6-8 on the proposed list of requirements for pragmas hasn't generated any controversy, which bodes well for our discussions in the next CG meeting! So I'd like to move on to items 9-10 (a requirement and a desideratum, respectively). These are currently drafted as:

Pragmas must be able to annotate an iXML grammar as a whole, individual rules in a grammar, and nonterminals.
Pragmas should also be able to annotate any grammar constructs for which robust use cases can be put forward, bearing in mind the importance of balancing succinctness, expressive power, and readability of grammars.
