Pragmas requirements

Hello, iXMLers,

Thanks to those who have submitted their proposals for requirements for adding pragma functionality to  iXML.

I've combined the submissions into a single document, which is now in the GitHub repo : https://github.com/invisibleXML/ixml/blob/master/proposals/pragma_req.md

Please take some time to look through this before the meeting, if you can,  so that we can discuss and (hopefully) start to shape a consensus.
