It’s hard for me to take that answer seriously at face value. You can also include a Pascal version of a program in the comments in a C program. It has probaby been done.
It is vastly more useful if there is a standard way to include useful metadata like “what is this” and “what version is this”. Arguing that it’s unnecessary or not useful because it can be done in a comment isn’t the least persuasive.
