First, thank you, Michael, for a masterful summary of a complex and
sometimes fraught topic.

I wrote a longer reply, but on reflection, decided that it was merely a
recapitulation of my opinions on the various questions and offered no
substantive changes to the arguments or their formulations, so I’ll
refrain from sending it now. I have no new formualtions to offer or
suggestions for improvements to the formulations you provided.
