Labels and milestones

Hi folks,

In an effort to make it easier to use the issues list to track tasks,
I’ve added labels and milestones to all of the open issues.

Labels:

bug - it’s broken, we have to fix this
enhancement - it would be nice to improve this
feature - this is new work
specification - related to the specification text
testsuite - related to the test suite

Milestones:

Version 1.0 - before XML Prague
Version V.next - later

It is now straightforward to go to the issues list and, for example, see
all the bugs that are blocking the 1.0 milestone.
