#113: should IRI comparison discuss visual equivalence as a possible equivalence
determination

 Originally in iri-comparison:

 "Distinguish between IRIs as sequence-of-unicode characters and
 presentations of IRIs."

 but it's really a question, perhaps, of whether there should be a
 comparison method which could determine whether two IRI forms which are
 visually equivalent (for some definition of that).
