#54: Give more details about what 'provisional' status means
Mykyta Yevstifeyev in particular (see e.g. http://www.ietf.org/mail-
archive/web/apps-discuss/current/msg02272.html) has brought up the
question of what exactly the 'provisional' status is meant for. The word
seems to imply that this is a temporary status, and that sooner or later,
schemes have to move either to historical or permanent. A clarification
might help (e.g. that schemes can stay in 'provisional' for an indefinite
time).
