Interledger.org Website Improvements

I submitted a pull request
<https://github.com/interledger/interledger.github.io/pull/58> that adds
more of a description of the project to the homepage and moves the
(previously hard to find) Why Interledger page to an About page linked in
the menu. I've heard feedback from a couple of people that they found it
hard to understand what Interledger is/does from the website, so this tries
to clarify it more.

Anyone have other suggestions to make about how the site could be improved?
