Changes to the wiki and a proposal

I updated this table [1]. My comment above the table explains my thinking. Comments welcome.

On another topic, can anyone think of a use case where the UA will render a audio, video or text track and the application needs access to the track metadata (other than what gets exposed in kind, language and label attributes)? Absent such a use case, only text tracks of @kind == ‘metadata’ would need to provide track metadata to the app. This is already accomplished via inbandTrackMetadataDispatchType. Therefore, the existing HTML5 spec now has all the requisite APIs needed for our requirements. We’d still need a spec to define track ordering, identification of inband stream types, etc. But, this would be a much simpler spec. Comments?
