Yes, the W3C's Declarative WebVR Community Group is the official 
location within the W3C.

I have been developing XSeen (https://XSeen.org/) to those same goals. 
It is an open source project (repository on GitHub) and runs in all 
HTML5 browsers and provides a DOM integrated interface to the 3D 
content. XSeen provides for standard fallbacks if the device cannot 
support the request. For example, if the user requests a VR display and 
the user is on a phone, then it rolls over to split-screen display 
compatible with cardboard.
