Call for Consensus (CFC) on the new Charter

Hi Everyone,

Hopefully you are aware about the plans to put forward a new Charter, Chris
and Atsushi have been working on it.
Incorporating the feedback from the recent face to face meeting in Seattle.

Here is the current version, this CFC is for one week, then we will carry
on with the long chartering process.
