Moving to Public Immersive Captions alias

Hello all,

It seems we've been inadvertently running in stealth mode since we started
- so I want to share with the group that we are reasonably being asked to
move to the "public-immersive-captions@w3.org" alias.

This way anyone can learn about the work that we're doing!  This is
being reflected in the meeting invite as well.
