U+1820 - finalizing all variants

Let's look at U+1820 ...

We are in general agreement here aside from:

*         FangZhen shows that they implement the ACA suffix at medial position rather than the initial position. Comments from FangZhen are welcome.

*         NotoSans is shown to doubly implement the ACA suffix at both initial as well as medial.

So, we have marked U+1820 as GREEN unless there are further comments.
