If you want to change the Q's and UVSL's columns it is no matter.
If So, I am misunderstanding. Because the Q is similar on spelling to the QA.

As I know, it is corrected in GB26226-2010 as attached image.

But he is not clearly counted out all of the historical usage yet according to his declare in his 9th edition.
If you need the evidence, I can scan it for you.
For historical research we can give them all possibilities even if it is exist or not.
Let them use in further research. Maybe someday, some linguists will insist on the final feminine QA exists.

So what does Richard Ishida mean by 'Q: Prof Quejingzhabu's document'?
His introduction leads me to believe it is the 蒙古文编码 by Professor Quejingzhabu in 2000.  I checked that the relevant encodings were the same in both TR170 and Mengguwen Bianma, and have noted where they are different.
