I had a look at "Best Practice 12: Use multilingual documents with caution".

Please find my high-level feedback below.

I wonder if the general motivation and recommendation should be closer to what we have in the requirements document (see http://www.w3.org/International/its/requirements/Overview.html#multilang)

We may want to give a couple of sample for issues which may arise. A possible list could include:

a. It will be hard to apply tool-supported language quality checks (spell checking is the simplest example)
b. Translation may happen in different environments. Possibly, each environment may set the value for "encoding" according to his own preference.
c. File size might become an issue
