Errata for ITS NVDL schema

Hi folks,

I have spot unfortunate error in ITS spec.

In section about NVDL

http://www.w3.org/TR/its/#its-nvdl-schema

there is linked file its-attributes.rng (RELAX NG schema for ITS
attributes). This file contains two problems.

One is related to the fact that main RELAX NG schema was refactored
before publishing and I forgot about this dependency. Schema as is now
expect ITS attributes on foreign elements in no namespace instead of ITS
namespace.

The second problem is that this file is not depending on NVDL schema
rewriting rules which are used before validation of attribute section. I
missed this problem because at the time when I was preparing and testing
this schema both NVDL validators contained the same bug -- they simply
haven't implemented this rewriting.

Attached is the correct version of file. I'm sorry for troubles, but it
is in non-normative part so I hope this is not a big problem.
