Hi all,

I had a look at "Best Practice 8: Provide a way to specify comments for
translators".

My high-level feedback is the following: 

1. 

I would prefer to be more general and not just talk about "translators". If
I remember correctly,
the "loc" in "locNote" abbreviates "localizer" ;-)

2. 

Quote> Make also sure that the its:rules element is available somewhere in
your documents,

Does the rules element really have to be in the document? Isn't it
sufficient to have one (eg.
in an external rules file)?
