RE: [Comment on ITS WD] Use of xml:lang

I suggest:

"The language information data category only provides for rules to be
expressed at a global level. Locally users are able to use xml:lang..."


The 'because it is unnecessary locally' is a little confusing - it can
temporarily lead the reader to think that local language declarations are
not necessary.
